WCA4Z Explanation should display error messages when using translation to native language

See this idea on ideas.ibm.com

WCA4Z Explanation displays errors when the generation of the explanation fails, for example if a call to the API "/explanation/PL1?level=SIMPLE" fails with the error: "stop_reason":"max_tokens".

However, no error is displayed if the error happens when calling the API "/translate" to translate the explanation to native language.

The error can only be seen in the log if TRACE level is enabled.

Errors need to be displayed so that users know a problem happened.
