Enable NPU and alternative AI accelerator support for IBM Bob on-premises Code Assistant.

Many enterprises are interested in running Code Assistant on-premises, but GPU infrastructure cost, availability, power consumption, and procurement constraints are major barriers. Supporting NPU and other alternative AI accelerators would allow customers to reduce dependency on GPUs while maintaining secure, localized inference capabilities. The integration should provide an extensible architecture that can support multiple accelerator vendors, including Rebellions and other emerging NPU providers.

The technical integration with NPUs is considered feasible. However, enterprise adoption requires a clear IBM support and SLA model covering performance expectations, version compatibility, incident response, upgrades, and ongoing maintenance. The absence of such a model may remain a barrier to production deployment, even when the underlying NPU integration is technically possible.
