Create models via. WatsonX.Governance UI in addition to Notebook

Currently the only way to create a model child (to the use case) is via. using the Python Notebook. It cannot be created via. the WatsonX.Gov UI. 

Once a use case is created, list of models to be used in the use case should be identified next. At this time developers are not yet identified and allocated. So at this stage if we expect the use case owner to use Python Notebook to list down the models, they might not even have the capability to use Python Notebooks. 

Hence child models should be listed via. the UI.

Any synchronization b/w IBM WatsonX.Governance and IBM Fact Sheet should be done at the back end and users should not forced to create child models via. Python Notebooks.
