Watsonx.Governance/OpenScale shouldn't require Admin role for all actions that are based on access to datamart

Currently all actions within OpenScale which require an access to datamart, require Admin role. As a result nearly all users using OpenScale would require ADMIN role ! this is in many cases agains customer policies.

OpenScale should provide a more precise privilege assignment to users and not require all users to have ADMIN role for basic tasks.

to give more clarifications this is an example where Admin role is needed while it's not necessary.
When using the Evaluation Studio from a project to compare multiple prompts on Generative AI quality metrics. The user needs Admin role for OpenScale instance in order to run the evaluation. In fact, during this evaluation process Datamart is involved. However, since the Evaluation Studio is used by any type of users working on watsonx.ai such as AI Engineers, Data Scientists...etc which are not necessarily "Admins" of the OpenScale instance.
