Support for, and documentation of, cloud-to-cloud or cloud-to-on-premises migration.

One of the elements of digital sovereignty is to be able to quickly move workloads from one place to another. Companies will increasingly define a Portability Time Objective (PTO) that we will have to meet. Blockers at the moment are:

- inconsistent and fragmented backup/restore options across the components of watsonx.governance (incl. SW Hub)

- no unified documentation for this task

    In NCEE market we are seeing very similar patterns in recent RFPs, especially for watsonx‑related opportunities. Many clients explicitly request clarity on our migration strategy across clouds or back to on‑prem. For example:

    "If changing cloud provider or moving back to on‑premises, tools should support smooth migration. Describe available tools, capabilities, and limitations for cloud‑to‑cloud or cloud‑to‑on‑premises migration."

    This shows that the question is not only about individual product features, but about IBM’s official and end‑to‑end approach to portability and workload mobility. At the moment, we can partially answer based on what can be backed up/restored, but this is not sufficient for the level of detail customers expect.

    It would be very helpful to have a unified, leadership‑approved position on our portability strategy across the watsonx portfolio, so we can respond consistently and accurately in these RFPs.
