Governed Agentic Catalog Controls for Admin‑Enabled, Multi‑Tenant Tool and Agent Management

EY requires a governed Agentic Catalog capability in the wx.gov environment that ensures all tools and agents—whether default, newly added, or updated—are visible but disabled by default, with access strictly controlled by instance administrators. Administrators must be able to enable or disable any catalog item at any time, with immediate enforcement even for users who have not refreshed their UI. Additionally, the solution must support multi‑tenant environments by enabling team‑level entitlements so that approved program teams can access enabled items while others continue to see them as greyed out and unusable. EY also requests that this approval‑driven enablement model extend to knowledge sources, MCP server lists, and default‑model configurations within the Agent Builder UI.

Given the current team bandwidth and resource availability, we won’t be able to take up any additional development work for the Governed Agentic Catalog right now. The ask mentioned above would require dev effort to build the enhancement, which unfortunately isn’t feasible at the moment.

Also, since we are in the process of moving to the AgentOps , most of the future improvements and enhancements will be handled as part of that stack. So any further development around the catalog will be looked at in the context of the AgentOps roadmap.
