Add Monitor Schedule at web UI

Adding a feature to configure the scheduled monitor directly from the web UI (quality, fairness, drift). Enhancing accessibility and ease of use. Currently, this functionality is only available through the API, which limits its reach to technical users. By integrating it into the web UI, users can effortlessly manage and adjust monitoring schedules without the need for API calls. This update will streamline operations, improve user experience, and reduce the dependency on technical resources for routine configurations.
