WKS is used to train models for deployment to WDS and solutions are built around WDS. Training these models is time consuming and slow. Often in building solutions that incorporate WDS, it would be useful to be able to have a set of "ideal" ground truth documents to import to WDS. This functionality would facilitate that - a first round of annotations could be exported from WKS and imported into WDS. An IBMer has already written code that translates the export format to a usable csv file https://github.ibm.com/JRENZHE/wkstocsv
There is probably little more to do to allow for a CSV export of annotations.
Another use case for this (brought up by potential customers) is that it allows WKS to be used as simply an annotation front end, for customers that want to do hand annotation on all their documents and aren't interested primarily in training their models.
The current export format is extremely difficult to use for that, but a CSV export would be pretty simple to use.
