Hello - Upload of files into the project COS bucket can be achieved easily using the project-lib and without using the boto3 COS client.

    https://dataplatform.cloud.ibm.com/docs/content/wsj/analyze-data/project-lib-python.html

If you're trying to upload data into another non-project COS bucket, you can do that as well with the boto3 client. At first glance, the error message indicates that the file you're trying to upload doesn't exist so you should check in which location you created the `testClassesAll.mat` file that you're trying to upload.
