Document in "What's New" the code package (Python, R, etc) changes/deprecations to the default runtime environments per CPD release

For Source Code runtime environments (e.g. Python, R, etc.), the code packages available in the default environments for a particular IBM Cloud Pak for Data version are not documented in the "What's New" section.
Thus, prior to a client's platform upgrade to a new version, potential impacts caused of code package changes/deprecations is unknown.
Not having this information makes planning for upgrades difficult and does not aid with focusing on code (PY, R) modifications (e.g. custom image to support inclusion of a required code package that is no longer available in the default image) that may be required to mitigate code packages changes that accompany an upgrade to a new Cloud Pack for Data versions.

Ideally document in the "What's New" section the default runtime environment's code package changes/deprecations from the prior release (e.g. "Runtime 22.1 on Python 3.9 - Software Configuration" .vs. "Runtime 22.2 on Python 3.10 - Software Configuration") for various runtimes (PY, R, etc.).   Or at least publish the entire code packages available by default in each release thus allowing client organization to compare versions to identify changes as part of their upgrade planning activity.
