Jupyter Notebook Templates for Spark (Cloud Pak for Data > Projects) UI validation support for extra "=" characters

Jupyter Notebook templates for Spark include the Spark Configuration field to specify extra spark configurations. Currently the UI validation expects key=value but fails when more than one equals '=' character is present. When the UI validation fails it will produce the error: Your input is invalid. Check that the Spark configuration names are valid and that all Spark configuration variables have a value.

We want to use these templates specifying Watsonx.data Spark Engines which require the use of a few additional spark configurations to authenticate to WXD. Specifically the spark configuration spark.hadoop.wxd.apikey requires the value to be base64 encoded. This base64 encoded value for each user will frequently contains additional equals '=' characters. It would be unacceptable to try to tell users to generate a new API Key until they find one which doesn't encode with extra equals characters. Instead we would like a fix for the UI template validation to support this use case.
