Minimize the permissions required to access the API /v2/runtime_definitions?include=launch_configuration

The client's data scientists use that API to increase temporary storage capacity when they need to create (in certain specific cases) a custom runtime with a resource-intensive library (such as LangChain, for example) for the online models they deploy.

And that API requires the cluster-admin role to function, a role that data scientists cannot have because, logically, they are not the platform administrators; therefore, they cannot use that API within their pipeline

So, it would be great if that API didn't require that role, because the “Administer Platform” permission is very broad, and IT security will never approve granting them that permission.
