Need access control on shared notebooks

I have a notebook that contains sensitive material that must have appropriate access control. I would like to share that notebook with specific team members. There are essentially two ways to share the content: sharing the project and sharing a notebook in the project.

Sharing the project: Projects can be shared with appropriate access control. However team members with viewing access control can open a notebook, but they only see only the notebook source, they cannot see a snapshot of the results.

Sharing the notebook: I can share the notebook and get a URL that provides access to the rendered notebook snapshot. This is perfect, exactly what I want. People can see the notebook results without seeing the code that produced.

However the URL includes an access token that allows anyone to see the rendered notebook page. So this doesn't provide sufficient access control.

I tried removing the ?access_token query parameter from shared notebook URL and accessing that does require login, but I get 404 on the notebook snapshot.
