Enable JWT authentication in watsonx.data

Currently authentication to watsonx.data through REST and JDBC can only be done by specifying a user and password. Customer does not allow user and password authentication for any of the business applications. When users log on to their desktop, the identity is checked by CA Siteminder and the identity (user, e-mail) and other attributes such as location is stored in a certificate that is used by other applications (such as Db2 using a GSS plugin).

We have discussed JWT authentication with the customer and they are open to implement this mechanism. It is already one of the supported authentication methods for Db2: https://www.ibm.com/docs/en/db2/11.5?topic=authentication-json-web-tokens-jwt. 

Presto already supports JWT authentication (https://prestodb.io/docs/current/security/authorization.html), but this feature is not exposed by watsonx.data. We have run a POC with JWT authentication by changing Presto configuration files and were successful authenticating to Presto using a JWT issued by Zen (negotiated with IdP through SAML dance): https://github.ibm.com/lakehouse/tracker/issues/7247.

Request is enable JWT as one of the supported authentication mechanisms for watsonx.data.
