Remove authorization requirement when enabling utilities history in HPU

When you run an IBM Db2 utility using DSNUTILB or DSNUTILU you do not need to give the invoker or any other user any special privileges to update utilities history.

If you want HPU to populate the same information you have to grant som privileges either to the user the runs the job or to a specified user.

Giving a user privileges is always a risk as the privilege can be used in any context, so it you have the privilege to insert into SYSUTILITIES when running HPU you can do it any other way too.

HPU should work the same way as DSNUTILB and DSNUTILU.

    Dear Nicolas,

    Thank you for submitting your enhancement request and for sharing your feedback with us.

    After careful consideration, we have decided not to proceed with this request, as bypassing security controls would be contrary to Db2 security policy. We would also like to clarify that Db2 HPU is a separate Db2 Tools for z/OS product and is not part of the Db2 Utilities Suite.

    We sincerely appreciate your input and encourage you to continue submitting enhancement suggestions. Customer feedback plays an important role in shaping the future direction of Db2 Tools for z/OS products, and we value your engagement.
