Section actuals for BLU

Collecting section actuals and compare it with the SQL compiler estimates using the db2caem tool is quite handy to find cardinality mis-estimates in huge plans.

Avoid SQL0955C Sort memory cannot be allocated to process the statement. Reason code = 3

It would avoid Db2 errors and interruptions. Every customer using Db2 BLU who ran (or will run) into SQL0955 RC3 errors would benefit.
