Provide Override workflow action text is for actions beginning from Start stage.

For the Workflow which have only start and End Stage, system do not allow to add customized message on workflow Popup. It is possible for subsequent action but not for the one which is getting initiated from Start Stage.

Add another option to the Workflow Stage Property Access Control that would go one step future than the "Read" option, which would prevent unassigned Users from editing relationships between Objects.
