Ability to set limit, that can't be overridden, to number of records retrieved by a query

I know about the Governor setting "Maximum Number of Retrieved Rows", but this can be overridden by modifying the query property "Maximum rows retrieved" directly in the report.I would like the ability to set a limit that cannot be overridden.
