Ability to set limit, that can't be overridden, to number of records retrieved by a query

I know about the Governor setting "Maximum Number of Retrieved Rows", but this can be overridden by modifying the query property "Maximum rows retrieved" directly in the report.I would like the ability to set a limit that cannot be overridden.

Tachometer in Dashboard Visualization

There is no tacho chart in Cognos 11 and 12. In the report component, this can still be found under the old Cognos 10 diagrams. Will there be a refreshed version of the tacho chart in the future?
