CDC Management console: Prevent starting subscription when sub is locked

It is possible to start a subscription in a lock state. When a CHCCLP script tries to lock the subscription, the script fails ("Subscription Already Locked"). By preventing the start of a locked subscription, will prevent this.

CDC Should have the ability to better manage source table structure changes.

Currently the recommendation is to stop all DML activity to a source table in DB2 LUW before changing the table structure. In a 24X7 environment this is not practical. Since DB2 is able to handle the change in real time then CDC should be able to.
