Support DECFLOAT in federated data type mapping between Db2 and Db2 for z/OS

Add support for the DECFLOAT data type allowing NICKNAME creation against a Db2 for z/OS table with a DECFLOAT column. Without this support, the CREATE NICKNAME fails and a workaround is required to map the data.
