Prevent Data Entry into Consolidated Rule Driven cells within PAW/Architect

Long running thread is spawn when data is spread on a consolidated rule driven cell. If an Admin user does not notice the thread, a restart of the instance is required to kill this thread

For Modify Utility, enhance to allow selecting SYSCOPY rows by TYPE (full, incremental) and DSN pattern (DBP.DB2.ICWKY*), Modify should also delete rows where there are no media.

Incrementals are only kept 14 days, Full IC are kept 30 days, DSN pattern DBP.DB2.ICWKY* are kept 30 days. Current Modify does not support deleting the SYSCOPY rows. All are kept 30 days.
