Spark Version 3.4.* for Conductor to utilize newer version of Pandas with Spark Functionality

In Spark 3.3.1, Pandas is unable to use 'iteritems'. This Issue is resolved in Jira but only for Spark 3.4. We would greatly benefit from Spark 3.4 on Spectrum Conductor and Pandas compatibility.

Connection Manager should have an option to initiate failover if a shared memory dump is started.

In high transaction environments shared memory dumps could have enough impact they cannot be enabled.The connection manger should be able to detect that an instance is dumped shared memory and be able to initiate failover.
