enable LSB_DISABLE_RERUN_POST_EXEC in job level

LSB_DISABLE_RERUN_POST_EXEC which can be used to not to run "post_exec" for rerun jobs can be set only cluster level in lsf.conf . Require a similar config parameter to enable this in jobs level so that it can be applied to specific jobs .
