Default value for DECLARED GLOBAL TEMPORARY Table

Current default for DECLARE GLOBAL TEMPORARY TABLE is ON COMMIT DELETE ROWS. We would like to have the ability to change this via a zparm to ON COMMIT DROP TABLE so that we maximize our thread resuse.
