Allow user to sumit a job that that can override auto-attach and have a null SLA

Some users jobs are normally auto-attached, but there are times when they actually wish for those jobs to not be assigned to an SLA. Make this possible.

Enhance the Support Tool to be able to remove ZOMBI jobs and create a log of exec hosts and pgids that need to be cleaned

We had an issue where LSF could not keep up with dispatch due to high numbers of ZOMBI jobs. We would like the ability to shut down LSF and clean up the ZOMBI jobs via a Database repair to accelerate the time-to-restore of the LSF clusters.

LSF should always reject submitting jobs which request slots over slot limit.

bjgroup: option to select user (OWNER)

add -u option to bjgroup command to filter output by OWNER. show only user jobgroup for a given user (like bjobs), used '-u all' to show all.

Support both JSON, YAML payloads in addition to the current XML payload when using the REST API

We currently have a projects where users will be submitting and controlling workload through Application Center. The customer is asking that they be allowed to continue to use JSON payload instead of XML payload for job submission and control.
