[Support Matrix] - Intel Xeon Phi SDK and Compute support on Windows

We have a requirement for Grid users for Phi card support on Windows Servers with Symphony as a scheduler. For this compute host package is a mandate. Symphony + Linux + Phi is supported, we need the same for Windows + Symphony + Phi.
