Save report output to Oracle Cloud object storage.

This functionality is working for AWS but not working for Oracle Cloud which we use to host Cognos Analytics. We created support ticket TS003696659 to troubleshoot this issue. Oracle Cloud should be supported along with AWS and Azure.
