Peak / Non-Peak periods to be defined in hh:mm

As an administrator in cognos administration add option to define peak and non/peak periods in server (services) properties not only in hours but also in minutes like hh:mm. Hours only is a basic limitation for this functionality.

Creating new dashboards from old reports

It would be great if we could either pin a report and be able to select it into a new dashboard. Or, have the ability to copy a report, or report object, and be able to paste into a new dashboard.
