View Activities & Schedules, Allow for users that do not have Scheduling capability

Company users rely on Cognos team for all scheduling, users are not allowed to schedule. However, users want to know if their report schedules are failing/succeeding, they want transparency into schedules, without the ability to modify/edit/delete. I created an Open Perspective extension, to open the Activities perspective, works great...only issue, in order for the portal user to see the extension, both RUN ACTIVITES AND SCHEDULES as well as SCHEDULES capabilities need to have ACCESS permissions. Extension is visible with those capabilities, but now the user can create a new schedule under their Content. So, we need to be able to view schedules as consumers, but not have the ability to schedule...
