Cognos 12.1.3 Fix Patch - Integration with Hashi Vault - and included moving forward in 12.2.0 Capabilities

Customer pain point: Cognos passwords are currently provided manually today. Cognos encrypts passwords and then stores the encrypted passwords in xml file. It also creates a decryption key file (csk)  in the same configuration folder. We want to avoid storing the encryption key file on the file system as it creates a compliance and a security concern. This issue has been flagged internally with State Street's compliance team and is a priority. As a result, we are requesting a fix patch for Cognos with Hashi Vault integration in version 12.1.3 as a priority. We also would like this to be a top capability in 12.2.x versions moving forward.

*For future version releases as well, the client would like to avoid the GUI process and find an alternate method to do the configurations by skipping the GUI process. By having an end to end automated process, this will help drastically reduce the client's manual efforts.
