Improved silent install/uninstallation options

See: Service request number 88956 999 649 for more details:

All installs / uninstalls in our organization are done through SCCM silently. Employees do not have the ability to install or uninstall software packages themselves on their Windows 7/8 client machines.

The group responsible for managing package installs/uninstalls manage thousands of packages. They are finding the IBM software packages cumbersome for install/uninstall through scripting. To remove a package for instance, each package has its own INI file instead of a central INI and within each INI there is no indication what each component's dependencies are. When a request for uninstall occurs in many cases other packages are removed that weren't intended.
We are looking for a better package management system for silent install/uninstall of IBM software components that can handle dependencies, fix packs, and a central configuration file to work with.

Note: We are moving to MS CM12 in the near future.
