Add the function "managing message handlers" in CP4D UI

We would like to implement any jobs that branches on warning or not.
But we can't implement this jobs,  because  the specific Stage in parallel jobs output trivial warning.

For example, the Funnel Stage always output following warning when two tables which have same structure  are compared by "Difference Stage".

"Warning Diff_XX: When checking operator: Dropping component "[Column name]" because of a prior component with the same name."

In addition, because of this warning output as many as the number of columns in the joined tables, the log become hard to see when the compared table have many columns.

Thus, it should be added the function "managing message handlers" that has following function to CP4D UI.
・Suppress from log: The message is not written to the job's log as it runs.
・Promote to Warning: Promote an informational message to a warning message.
・Demote to Informational: Demote a warning message to become an informational one.
