Control the resources required for Cloud Pak for Data to maintain functionality equivalence across versions per licensing.

For my customer, Navistar, when we upgraded from CP4D v4.0.9 to CP4D v4.5.3, we are not able to run Metadata Enrichment due to resource constraints. In the previous version, we are able to run Quick Scan with the same environment. They have 4 worker nodes (total of 64 vCPUs) but keep running into resource issues with latest upgraded. They only have WKC and DataStage installed. I am raising this issue again because I no longer see it as a top 5 issue. Asking customer to continually add resources for same functionality when upgrading versions is a big detractor against adoption of our products. Looking at resources used, we see only 10 vCPUs used out of the 64 vCPUs but still the platform fails to  identify a node for scheduling a required spark job to execute metadata enrichment. I understand that resources are reserved (limits vs. requests) but it seems like a huge overhead to explain to customers.
