Extend Schema Registry support to non-Kafka sources

CP4D support for the use of a Schema Registry is currently limited to Kafka data sources (ref: https://www.ibm.com/docs/en/cloud-paks/cp-data/4.6.x?topic=catalogs-apache-kafka-connection). However, Schema Registries represent a valuable method ensure data format and schema verification and their use is expanding to other sources, to prevent or limit impacts from unintended or ungoverned data changes to downstream data consumers.

The goal of this idea is to extend support to IBM Cloud COS (highest priority) and IBM DB2 Warehouse on Cloud, so a Schema Registry can be used with such sources as well. 

The initial primary use in our organization would be for IBM Knowledge Catalog, however once support is added I can see its use evolving to other areas such as data ingestion. This enhancement would be for software at first, although we may migrate to CPaaS in the future.
