Add the capability to add artifacts directly from the category screen

Our users work a lot based on categories ("data assets"). So they add terms/rules under a certain category.  That is their "home base".

Now in order for them to add a term, they need to move to "Business terms" and add one - choosing as primary category the one they already are working on.

Likewise for the rules they need to move to "Rules" for similar action.

In the UI you have the "Create category +" so in similar fashion there could be "Create artifact +" action which would ask for artifact type & name (description optional) and have the primary category prefilled.  Marked the suggested location with a red + sign :-)
