Allow Export / Replication of Internal Vault Secrets

My customer works with the internal vault solution and they are planning on progressing to production. Today, they have 3 dev environments, 3 QA environments, and 2 prod environments. They want to ensure that secrets in their internal vault are replicated to other environments without having to manually perform this action. A simple fix would be to allow a way to either sync different vault environments or to allow some form of replication or export process where the customer can easily handle vault secret replication. 

This function doesn't currently exist. In order to ensure vault values are replicated, users need to go through a manual process. This would significantly simplify the LOE that the client would need to do to maintain different vales. If values are updated in one environment, there currently is no easy way to distribute these secrets.

Requirement:

1. Devise a mechanism to replicate secrets from the internal vault to other environments
