Allow 'watching' of single terms/rules for changes

Our key users would like to know if certain terms/rules are edited by other people.

For example:

In our model we have high (NBT) and low level (CBT) terms, which are connected. Different organisations and persons are responsible for the categories where they are stored.

if I am responsible for CBT A, I would like to know if the NBT D it is connected to is edited.  At the moment I do not know that.  When the relation is created, we have a two-way workflow ensuring that both sides are aware of the relation, but after that any edits pass below the radar.  Sometimes that is fine, sometimes not - and it would be great if the users themselves could decide when extra care is useful.
