Enhance SQLCODE SQL3015N details

When we receive the following error message (during LOAD):

SQL3015N An SQL error "-551" occurred during processing.

we only know, that it is an authorization issue. The detail information (authorization-id, operation, object-name) are not available.

Normally with -551 you get additional details like this:

SQL0551N The statement failed because the authorization ID does not have the required authorization or privilege to perform the operation. Authorization ID: "<authorization-ID>". Operation: "<operation>". Object: "<object-name>".

This level of detail is missing when -551 is returned with SQL3015N. This makes it more difficult to find the root cause for the authorization issue.
