Allow REPLACE external SQL SP with Native

Currently, CREATE OR REPLACE PROCEDURE in DB2 13 has a limitation that "If a procedure exists with the specified name, the existing procedure must be a native SQL procedure". Migration from external SQL stored procedures to Native SQL stored procedures would be very significantly simplified if the existing SP could be external SQL in addition to native.

    No. Not "for Db2 to change an existing external procedure to native SQL PL procedure". The idea is to allow developers to replace an existing external procedure with native SQL PL procedure via "CREATE OR REPLACE PROCEDURE" syntax. I'm not asking to automate the migration but rather to lift a restriction that requires the existing external procedure to be dropped before a Native SQL procedure with the same name and signature is created.
