Stop Package invalidation on Enable/Disable System Time

System time has proven to be a very valuable resource, but there are some limitations that make it difficult to administer.  One of those limitations is that when system time is enabled or disabled it invalidates any static package accessing the base table.  This is extremely disruptive (as is the case when large scale package invalidation happens).  There are particular functions that require system time to be disabled first (i.e. most table alters - identity column changes, column alters, etc) as well as the load utility.  This makes administering tables with System Time very difficult and disruptive.
