Create zparm item to change locksize default for implicit create table

Ibm,

Due to our huge DW/Analytics environment in DB2 z we have a lot of tables created by users without details about tablespace and database, so these tables are created with default values of DB2. However, the locksize default is "ROW" and can not be changed for implicit tablespaces. This situation is causing a several issues because in some cases the user to create this kind of table and after that executes a massive insert of millions rows that affects the DB2 LOCK STRUCTURE and sometimes also harms another environment resources/applications.
