Separate workfile allocation into different latches

Currently, the WACT latch governs all workfile allocation usage. When the customer ran workload failover testing, the WACT latch proved to be a bottleneck. Root cause analysis determined that the bottleneck came from the fact that multiple types of workfile allocation were grouped under the same latch. It was determined that there is no workaround for this due to it being a result of the current code structure.

    Hi Kaitlin, The Db2 for z/OS leadership team reviewed this requirement and other workfile related Aha requirement. It is a good idea however, this item does not align with the functionality prioritized for deliver within the next 12 months. Therefore, we moved this idea to Not under consideration state. It will remain in our backlog and we will revisit it if work in this area is more highly prioritized.

    Is a good idea, but it does not align with the functionality prioritized for delivery within the next 24 months. Putting it in Future Consideration for now.
