LOAD utility by pass checking pending status for empty tables

When LOAD utility is run on a referentially integrated table (child table) while both parent and child tables are empty (no rows) let DB2 refer to RTS data and decide NOT to put the table in CHECK PENDING status.

    Dear Subrahmanya, Thank you for submitting this enhancement request. Db2 for z/OS Development reviewed it and determined they will not be implementing this.

    The reason is that check pending is set for data integrity purposes when loading a child table in an RI relationship, or replacing data in a parent table. RTS cannot be completely trusted for this purpose since it is possible for some RTS updates to be lost, e.g. if a Db2 system crashes. Finally, if check pending is not desired then the LOAD utility was enhanced with the NOCHECKPEND option in PI85722.
