Correct, the APAR states: This APAR must be applied to all members of a data sharing group and Db2 12 must be started on all members before one of the members can be started with Db2 V13 to migrate the Db2 catalog. Non-data sharing Db2 subsystems must also run with this APAR on Db2 12 before attempting to migrate to Db2 V13.
I heard in a Db2 conference that FL 510 is no sufficient to upgrade to Db2 13 for z/OS, but that we also need SPE PH37108. Externalizing this info is a must!
