Allow statement level hints on SQL in stored procedure packages

It is a huge pain to hint specific statements contained within stored procedure packages.

Currently you will get this message if trying to bind query for a statement level hint on a procedure package:


DSNT281I -DBP1 BIND QUERY FOR QUERYNO = 59988 NOT SUCCESSFUL,

REASON: 5. BIND QUERY DOES NOT SUPPORT PROCEDURE


Statement level hints using DSN_USERQUERY_TABLE are clearly the best method of hinting because they persist through many different kinds of changes. They are also the easiest to execute. Using the "CREATE PROCEDURE" statement for opt hinting is extremely inadequate and poorly designed.
