Enable use of DSN_PROFILE* tables global variables for local workload

At the following link, we see global variables can be used with profile tables.

However, there is a sentence that mentions the following:

Profiles that assign values to built-in global variables apply only to remote applications.


With FL507, there were enhancements to be able to use 2 new built-in global variables to override NUMLKUS and NUMLKTS (SYSIBMADM.MAX_LOCKS_PER_TABLESPACE and SYSIBMADM.MAX_LOCKS_PER_USER). This is nice, but for some IBM "local" applications (e.g., IBM Infosphere Data Replication), there is no way to set those variables due to that being distributed as object-only code. In addition, the systems team at our shop maintains the profile tables, and allowing the global variables to be set within the profile tables for local workloads instead of depending on applications to set the global variables within their code provides additional security and more rigorous enforcement of system-level parameter overrides.
