DDF Start with TCP/IP should be coordinated between Start Listener and Start DDF

During start of DDF inside DB2, DB2 start the Listener for TCP/IP requests and a small timeframe later the DDF. In this timeframe incoming requests are denied with REASON=00D31032 and follow-on errors. As an bypass we do not start DDF automatically by zPARM DDF=AUTO, but by DDF=COMMAND and automation, which starts DDF later on. This works and we expect that DDF=AUTO has the same functionality.
