RID problem instrumentation improvement

The IFI 2 & 3 fields QISTRLLM and QISTRPLM and the RID fields in the 316 and 401 are all basically “useless” these days to actually detect a RID related limit problem. I know that the QXRFMIAP is available in the IFI 2 & 3 but it is needed at the statement level in the 316 and 401 as well. Otherwise you have no easy link from RID failures to Dynamic/Static SQL especially when aggregated!
