EXPLAIN(ONLY) should create no locks Merged

We did an rebind packages with EXPLAIN(ONLY) with an owner change and got into problems because rebind phase-in was not used. So there were a lot of locks which caused timeouts.

The owner change for EXPLAIN(ONLY) is needed for a vendor tool.

We think a rebind with EXPLAIN(ONLY) should never create locks nevertheless which parameters are used because we only want to fill the information in the required plan tables.

Otherwise it would be also helpful if EXPLAIN(ONLY) uses phase-in feature so that no locks for online applications are created.
